TNR programs are designed to reduce shelters and overall colony populations around the country.. Fertilel and stray cats are trapped in TNR programs, which are trapping feral and stray cats. They are then neutered and vaccinated under the care of a veterinarian. Their ears have been tipped to indicate that they have been neutered.
